The High School and Beyond Plan makes sense to me. To be required to have an idea of what you want to do after high school when your a senior is a very smart policy, because it forces seniors to think of what they are going to do when they are adults. This makes it so that we know what we are going to do, so that we don't get unemployed and have no idea where to go once we get our diploma. We should be narrowing down on a job starting as Freshman and have a good idea what our first career should be by the time we graduate, and have a plan on what we are going to do, so we are not lost.
